Keller and Heckman Welcomes Former EPA Deputy Assistant Administrator in the Office of Chemical Safety and Pollution Prevention to its Expanding Environmental Practice
—Washington, DC— International regulatory law firm Keller and Heckman LLP welcomes the addition of Counsel, David B. Fischer, to the firm’s expanding Environmental Practice.
Mr. Fischer comes to Keller and Heckman from the Environmental Protection Agency (EPA) where he most recently served as Deputy Assistant Administrator in the Office of Chemical Safety and Pollution Prevention (OCSPP).
Mr. Fischer’s expertise covers the gamut of environmental and health and safety regulations, with a particular focus on the Toxic Substances Control Act (TSCA) and the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA). In addition to these two statutes he also has extensive knowledge of the Clean Air Act (CAA), Clean Water Act (CWA), Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), Safe Drinking Water Act (SDWA), the Emergency Planning and Community Right-to-Know Act (EPCRA), Food Quality Protection Act (FQPA), as well as the U.S. Food and Drug Administration’s Federal Food, Drug, and Cosmetic Act (FFDCA).
“David’s vast knowledge of regulations from within the Agency will provide Keller and Heckman attorneys and scientists, and most importantly our domestic and international industrial and specialty chemicals clients, with critical insight and perspective when bringing new products to market and keeping them there,” noted Herb Estreicher, Partner in Keller and Heckman’s Washington and Brussels Environmental practice.
Richard Mann, Chair of Keller and Heckman’s Management Committee, shares the firm’s enthusiasm, “David exemplifies Keller and Heckman’s model, Serving Business through Law and Science. He has a formal education in Biochemistry and Molecular Biology along with a Master of Public Health. We are eager to introduce David to the firm’s clients.”
David Fischer is excited to be back in private practice. “Having gained extensive experience in regulatory law while at EPA, transitioning to Keller and Heckman, a regulatory law firm, was the logical next step,” said David. “I’m looking forward to working at Keller and Heckman with a stellar reputation in regulatory law, as well as with its elite in-house scientific staff.“
With the changes being placed on the industry by the new administration, not to mention the implications of COVID-19, it is essential for clients to be informed of new and evolving regulations, as well as to be able to quickly adapt to whatever is on the horizon for the environmental and chemical industries in the United States and across the globe. Mr. Fischer’s robust background coupled with Keller and Heckman’s exemplary team of attorneys and scientists will further enhance the firm’s capabilities within all facets of environmental regulations.
David received his J.D. from the University of Maryland, where he graduated with honors, his Master of Public Health from the University of North Carolina, and his B.A. in Biochemistry and Molecular Biology from Northwestern University.
