David Joy Rejoins Keller and Heckman as Partner in Washington, DC Following 15 Years at U.S. FDA
—Washington, DC— Partner David Joy is welcomed back to international regulatory law firm Keller and Heckman LLP after spending nearly 15 years in the Office of Regulatory Policy (ORP) in the U.S. Food and Drug Administration’s (FDA) Center for Drug Evaluation and Research.
The experience David garnered during his tenure at FDA will aid his ability to help firm clients navigate regulations administered by the agency. For six years, David served as Director of ORP’s Division of Regulatory Policy IV. In 2014, he served as a senior policy analyst in FDA’s Europe office during a 3-month detail and participated in discussions with the European Medicines Agency on the Mutual Reliance Initiative.
“It’s great to see David bring his career full circle,” said Richard (Rick) Mann, Chair of Keller and Heckman’s Management Committee and a partner in the firm’s Food and Drug practice. “Shortly after college, he joined Keller and Heckman’s scientific staff, then after continuing his education, he became a Law Clerk, Associate, and Partner. Due to his exceptional passion for law and science, he sought a position with FDA and achieved notable success. Now he is once again ready for private practice, and we are delighted to welcome this immensely talented attorney back to Keller and Heckman.”
David primarily focuses his practice on food and drug regulatory matters with extensive experience in pharmaceutical regulation and the regulation of food additives, ingredients, and food labeling, including nutrition labeling and health claims, medical devices, and drug/device combination products. He also counsels clients in the firm’s expanding Advertising and Promotion practice, which welcomed attorneys Katie Bond and Samuel Butler last month.

David received his J.D. from George Washington University and his B.S. in Chemistry from the University of Maryland.
