David Fischer Quoted in Inside TSCA Article on Calling for an Advisory Committee on TSCA Implementation
Keller and Heckman Counsel David Fischer was quoted in the Inside TSCA article, “Former EPA toxics official calls for standing TSCA policy panel.” The article refers to Keller and Heckman’s publication titled, “Long Overdue: A TSCA Implementation Advisory Committee,” where David writes, “Although [the Toxic Substances Control Act] (TSCA) was amended over six years ago, the policies and regulations that govern the complex risk evaluation processes and procedures have not been fully developed.” As a solution, David proposes that the U.S. Environmental Protection Agency (EPA) establish an advisory committee on TSCA implementation similar in structure to the Pesticide Program Dialogue Committee (PPDC). David continues, “Stakeholders need a venue in which they can voice concerns and provide timely, constructive recommendations and feedback. A [Federal Advisory Committee Act] (FACA) advisory committee on TSCA implementation is long overdue.”
