David Fischer Authored Article on the IARC – FACA Relationship
Keller and Heckman Counsel David Fischer authored the William & Mary Environmental Law and Policy Review Journal article, “The IARC Monographs Program and the Federal Advisory Committee Act – Never the Twain Shall Meet?” Part I of the article provides an overview of the International Agency for Research on Cancer (IARC) Monographs Program and its ongoing relationship with the National Cancer Institute. Part II explores the impetus of the Federal Advisory Committee Act (FACA), and reviews key provisions. Part III discusses FACA jurisprudence, focusing on Public Citizen v. U.S. Department of Justice, the seminal FACA case, and its D.C. Circuit progeny. Part IV pulls the pieces together in arguing that FACA applies to the working groups of the IARC Monographs Program.
