Counsel David Fischer Authored William & Mary Environmental Law and Policy Review Article on the IARC Monographs Program

Keller and Heckman Counsel David Fischer authored the William & Mary Environmental Law and Policy Review article, “The IARC Monographs Program and the Federal Advisory Committee Act--Never the Twain Shall Meet?,” published in Issue 2 of Volume 44 in February 2020. “Part I provides an overview of the IARC Monographs Program and its ongoing relationship with the National Cancer Institute,” writes David. “Part II explores the impetus of FACA, and reviews key provisions. Part III discusses FACA jurisprudence, focusing on Public Citizen v. U.S. Department of Justice, the seminal FACA case, and its D.C. Circuit progeny. Part IV pulls the pieces together in arguing that FACA applies to the working groups of the IARC Monographs Program.”
