Partners Jim Baller and Sean Stokes to Present at APPA’s Legal & Regulatory Conference

Keller and Heckman Partners Jim Baller and Sean Stokes will present at the American Public Power Association’s (APPA) Legal & Regulatory Conference, to be held in Seattle, Washington, on October 15 – 18, 2023. Jim and Sean’s presentation, “Creating Proactive Pole Attachment and Conduit Access Policies,” will explore current pole and conduit regulations, federal and state efforts to revise pole attachment regulations, the relationship between access and broadband deployment, and best practices and policy recommendations.
