Partners Casey Lide, Tom Magee, and Sean Stokes to Present at the 2025 UTC Telecom & Technology Conference

Keller and Heckman Partners Casey Lide, Tom Magee, and Sean Stokes will present at the 2025 Utilities Technology Council (UTC) Telecom & Technology Conference, to be held in Long Beach, California, on June 16-19, 2025.
Tom’s presentation, “What Utility Pole Owners Need to Know About Pole Attachments,” will explain how utilities can (and do) cope with this flood of new requests and will recommend strong contract provisions and operational safeguards, all compliant with ever-changing and evolving state and federal regulations.
Sean’s first presentation, “Pole Attachments 101,” is an entry-level overview of pole attachment setting out the process and the key legal and regulatory requirements on rates, terms, and conditions, as well as growing competitive considerations, governing pole attachments for IOUs, municipals, and coops. His second presentation, “Regulatory Compliance for Broadband Utilities,” will review the key legal and regulatory issues and compliance requirements applicable to utilities providing broadband services under various levels and models of participation, including the provision of dark fiber, infrastructure, wholesale, and/or retail communications services.
Casey’s presentation, “Practical Legal Issues for Utility Broadband Providers,” will focus primarily on transactional matters: What does a utility need to know about dark fiber IRUs and leases, and what are the latest strategies? How might a partnership with a third-party ISP or network operator be structured? What should end-user service agreements and policies include? What is involved in a data center access agreement? What key terms should be included -- or avoided -- in colocation agreements?
