Keller and Heckman Partner Herb Estreicher was quoted in the November 21, 2019, Chemical Watch article, “Legal challenge to TSCA could see EPA look again at first ten risk evaluations.” Dr. Estreicher commented that he sees the NGO’s are "trying to find comfort in what is referred to in a court opinion as dicta, that is to say, statements in a court's opinion that go beyond the facts before the court and therefore are individual views of the author of the opinion and not binding in subsequent cases as legal precedent."
