Rhys Daniels, Ph.D., specializes in chemical, regulatory, biotechnology, and nanotechnology issues. He assists domestic and foreign clients in the commercialization of new chemicals in the United States (U.S.) and other countries. His expertise includes chemical nomenclature and the regulation of new and existing chemicals under the Toxic Substances Control Act (TSCA), the Australian Industrial Chemicals Notification and Assessment Act 1989 (ICNAA) and the new Industrial Chemicals Act 2019, the Canadian Environmental Protection Act 1999 (CEPA), the European Union's (EU) Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) directive, and the Japanese Chemical Substances Control Law (CSCL).
Based on more than thirty-three years of experience in global regulatory compliance, Rhys is recognized for his expertise in inventory nomenclature issues and works closely with partners and clients in developing the proper chemical description and regulatory representation and assessing the inventory status of a wide variety of existing and new organic and inorganic substances, polymers, and biopolymers. He assists clients in preparation of inventory exemptions (such as TSCA polymer exemptions) and preparation of new substance notifications (such as TSCA premanufacture notices). He also works with partners, clients, and regulatory agencies to resolve issues that arise during new substance reviews.
In addition to coauthoring Keller and Heckman’s “TSCA Polymer Exemption Pocket Guide,” Rhys also speaks at the firm’s highly regarded chemical control courses and seminars.
Before joining Keller and Heckman, Rhys was a Senior Regulatory Compliance Specialist with Dow Corning Corporation, where he coordinated corporate compliance with several federal, state, and international chemical control laws. His industry experience enables him to assist our partners and their clients with products that contain complex chemical formulas and structures.
After obtaining his Ph.D. in organic chemistry, Rhys conducted post-doctoral research in organic and organometallic chemistry.
