Liam Fulling assists corporate clients, trade associations, critical infrastructure companies, and commercial providers with telecommunications compliance, regulatory, and transactional matters before the Federal Communications Commission (FCC), the Federal Aviation Administration (FAA), and state agencies. He counsels clients on a broad array of policy, regulatory, transactional, and information technology matters. 

Liam advises clients on FCC compliance issues related to telecommunications service providers and Voice over Internet Protocol (VoIP) regulations, state certification requirements, 911 reliability, call handling, and other related obligations.

Prior to joining Keller and Heckman, Liam was a Technology and Innovation Policy Intern for a Washington, DC-based nonprofit. He has also held multiple internship positions in the news industry, as well as for the United States Senate. Liam’s background in technology, policy, and privacy issues provides him unique perspectives when counseling clients in the telecommunications space.

While in law school, Liam was elected Executive Editor for the Catholic University Journal of Law and Technology. He also participated in the Catholic Law Pro Bono Program and graduated with a certificate from the Law and Technology Institute.

Representative Matters

  • Provided guidance on public safety issues, including E911, Next Generation 911, emergency preparedness and recovery, and FCC outage reporting rules
  • Assisted clients with all aspects of wireless licensing, the experimental licensing process, equipment authorizations, and spectrum acquisition through mergers and acquisitions and FCC spectrum auctions
  • Successfully represented a client seeking authorization as an Affordable Connectivity Program provider
