Commenting on NIOSH's Review of its RELs/PELs and Cancer Policies, Keller and Heckman urges NIOSH to align its Recommended Exposure Limits (RELs) and standards to more closely track what Congress expects NIOSH and OSHA to do, and to establish RELs on the basis of what is feasible to facilitate renewal of OSHA's rulemaking process.
